The rapid advancement of Information and Communication Technologies (ICTs) has been a catalyst for innovation in areas such as healthcare, education, economic development, and connectivity, and also exerted significant impacts on worldwide political, societal, economical and cultural systems. Conversely, the misuse of these ICTs has also unleashed an array of adverse side effects. Threats to our privacy, our autonomy and our financial security have become common, with cybercrime and online economic espionage already costing the global economy in excess of $500 billion each year. Furthermore, there is an emerging need to coordinate across border relationship in ICT governance, and resource allocations and sharing, to exploit the benefits from multi-lateral cooperation. Since 2014, Bright ICT is emerging to be the most adequate solution for these problems. Among several key aspects, Bright Internet is the most important one, which is intended to provide fair, efficient, and fraud-less network services to all cutting-edge ICT applications. Aiming at Bright ICT, we have seen that, presently, the research achievements from multiple disciplines allow us to overcome the hurdles in ICT evolution course and make further success by innovating our research culture, network, and methodology. This research workshop is intended to bring up scholars from multiple disciplines to address the technological, social, ethical, economic, and legal challenges that are brought about by the mainstream adoption of ICTs. The key issues will be addressed in four perspectives, each including more detailed topics but not limited as follows:
