The Export Control Reform (ECR) initiative of 2013 represents the most sweeping changes in US export regulations in the last 25 years. The initiative is in response to the Obama Administrations goal of doubling U.S. Exports over the next 5 years.
At the core of the ERR initiatives is the movement of 45% of items controlled on the United States Munitions List (USML) to the Commerce Control List (CCL) or being completely decontrolled. The eventual goal is to consolidate both lists to one master control list administered by one single agency (current plan, Homeland Security). In addition, the ECR rolls out a new definition of “Specially Designed” which redefines the way many defense articles are classified.
