Over the last years, considerable progress has been made in software engineering to integrate value perspectives into software product and service development practices. For example, Information Technology Infrastructure Library (ITIL), which has become an international standard for IT service management, considers ‘value’ as the key. Value-based management deals with balancing short-term and long-term goals of stakeholders with different perspectives through informed decision making in order to stay competitive in the market.
Software organizations, which develop products or services, have been well aware of the significance of measurement process for informed decision-making, management and process improvement. Measurement also facilitates effective communication between an organization, its customers and all other stakeholders. A potential benefit that is regarded as a key to success of today’s software organizations is the use of measurement programs for value-based management.
A number of approaches such Balanced Scorecard (BSC), Practical Software Measurement (PSM), Goal-Question-Metric (GQM), or the ISO Measurement Information Model (MIM) developed to support software organizations in planning their measurement programs by linking measurements to the goals of stakeholders at different levels of the organization. The premise of these approaches is that a balanced measurement program can gain continual top management support only if its benefits are utilized at the strategic level as well as throughout the organization instead of looking only (or mostly) at the short-mid term.
This special session will provide a forum for both practitioners and researchers to discuss the most recent advances in planning and sustaining measurement programs from both practical and theoretical perspectives in the scope of software value creation and value-based management in software product and service development organizations. We invite professionals responsible for, involved in, or interested in software measurement to share innovative ideas, experiences, and concerns within this scope. The session targets two types of contributions: (1) Experience contributions: problem statements and practiced solutions in planning and using measurement programs for strategic decision-making, and (2) Research contributions: empirical studies, hypothesized models, and suggestions for establishing effective measurement programs for improving software value management.
The session topics include but are not limited to:
Approaches for cost-effective and sustainable measurement programs
Measurement in lean software development/value-based software development
Empirical studies on use of developed approaches for planning measurement programs (GQM, GQ(I)M, PSM, ICT Balanced Scorecards, MIM, etc.)
Measurement of different dimensions/perspectives of business and customer value
Requirements for measurement frameworks for better value-based management
Alignment of business level goals and goals of other stakeholders through informed decisions
Use of measurement programs for assessing and improving value flow in organizations
The paper submission system and further instructions regarding deadlines are available at the submission page (http://seaa2013.ii.metu.edu.tr/). Accepted papers will be included in the proceedings, published by the Conference Publishing Services (CPS). The proceedings of the conference will be submitted to Xplore and CSDL. A selection of the accepted papers will be invited to revise and re-submit extended versions of their conference papers for consideration for publication in a journal.
