Introduction
PMCFN 2013 is the 2nd one after the first workshop held in 2012 in conjunction with ICCSA 2012. We know that various mobile networking and computing technologies are becoming common to the people day by day. Parallel computing fields also have gained a lot of advancements in the recent years. In the course of advancements, lots of new terms like Cloud computing, Grid computing, Cluster computing, P2P, Parallel computing, have been coined and have become well-known by this time. While many of these technologies work in static networks, some mechanisms also work in networks that support mobility of devices. Hence, combination of parallel and mobile computing in different network settings puts forward different research issues to solve. This is an interesting problem how to allow parallel or distributed processing in a network that supports mobility, as such setting incurs the unreliability factor. Alongside the developments in these two fields, the advancements of small smart device technologies like sensor technologies, RFID technologies have given some good flavor to the distributed networking and computing fields. Complex mixture of these mechanisms is shaping the operational structure of the future networks. As this is an area of enormous potential and possible real-life implementation in the coming days, there are many research issues to work on so that the resources could be managed efficiently, securely, and reliably. This workshop is organized to focus on managing resources and devices with parallel and mobile computing technologies that could be significant for future networks.

Review Process and Proceedings
Submitted papers will be reviewed by International Technical Program Committee members. The best submissions will be selected for presentation and will be included in the LNCS (Lecture Notes in Computer Science) volume as a part of the proceedings of ICCSA 2013 conference.
