RATIONALE
In the last few years, much has been happening in the area of technical and vocational education and training (TVET) in Southeast Asian Region. One of the salient developments is that many countries have placed TVET as mainstream education. Initiative to increase the number of enrollment at secondary level is of the indications that TVET is gaining attention and popularity. Considering that TVET graduates will be in the frontline of future workforces is vital particularly by equipping them with the necessary knowledge and skills to sustain economic, cultural, and environmental development. This development is also in line with the regional initiative of ASEAN Integration whereby economic, cultural and political aspirations are highlighted. For SEAMEO VOCTECH as the regional centre for technical and vocational education and training, it was timely to organize this conference with a general theme of Ensuring Greater Impact of TVET for Sustainable Development. The conference offers plenary and parallel sessions to provide opportunities for researchers, lecturers, and policy makers to share recent findings and innovation, best practices, and policies relevant to vocational and technical education.
OBJECTIVES
Establish links for national, regional, and international TVET initiatives, policies and practices that respond to the needs and programmes of the ASEAN Economic Community.
Identify strategies in integrating concepts of sustainable development in TVET.
Identify innovative ideas that will enhance the quality and image of TVET.
Create a platform that will enable conference participants, partners, and stakeholders in strengthening collaboration and to allowing convenient and continuous sharing of innovative practices and policies.
SUB-THEMES
TVET Initiatives in Support of the ASEAN Economic Community
This sub-theme emphasizes the significant role of TVET in the ASEAN Economic Community. It tackles important initiatives that will strengthen economic ties and cooperation among Southeast Asian countries most specifically in the promotion of understanding on student and labour mobility; mutual recognition arrangement; access and equity; and harmonization, regionalization, and internationalization of TVET in terms of curriculum, qualifications frameworks, and job matching.
Strengthening Industry Collaborations
This sub-theme aims to strengthen the understanding and cooperation between TVET institutions and local and international industries. Papers relevant to this sub-theme include good practices and innovative approaches in successful school-industry partnership that covers the alignment of TVET courses with industry needs, studies on the innovative approaches for successful networking and collaborations, various models of industry-based education and training, and essential modes of appropriate employment which facilitate efficiency of student attachments.
Integrating 21st Century Skills in TVET
This sub-theme focuses on student development and student-teacher interactions inside and outside classroom situations. It covers papers and studies on transferable/transversal skills or life skills specifically on various strategies for integrating said skills in curriculum, learning, teaching, and assessment.
Preparing TVET Students for “Green Jobs”
This sub-theme complements and supports the United Nations Environment Programme which is stipulated in the Millennium Development Goal 7, Ensuring Environmental Sustainability. It intends to give a strong emphasis on the role of TVET in preparing students to understand the value of responsible citizens and take an active role in the promotion of green environment that prepare themselves for “green employment.” Topics vary from research and development, applicable management models, and service activities that substantially contribute to the preservation and restoration of environment quality in the workplace.
Enhancing TVET Quality Standards
This sub-theme articulates on the educational administration and organizational management particularly on development and implementation of personnel and curricular programmes. It covers academic papers and innovative management models relative to quality assurance and standard approaches in achieving high performance and productivity in the operation of the TVET enterprise.
Innovative TVET Policies and Practices
This sub-theme is general in nature. It will cover TVET policies and practices in institutional, national and international levels, various contemporary models, and applicable ways of running TVET programmes. This session invites paper presenters who can share recent research and academic studies and good practices in both local and global perspectives not covered by the five sub-themes stated above.
