1.Introduction
***
The Computational Science and Engineering area has earned prominence through advances in electronic and integrated technologies beginning in the 1940s. Current times are very exciting and the years to come will witness a proliferation in the use of various advanced computing systems. It is increasingly becoming an emerging and promising discipline in shaping future research and development activities in academia and industry, ranging from engineering, science, finance, economics, arts and humanitarian fields, especially when the solution of large and complex problems must cope with tight timing schedules.
IEEE CSE 2016 is the 19th conference in a series of successful International Conferences on Computational Science and Engineering, whose last events have been held in Paphos, Cyprus, December 5-7, 2012; Sydney, Australia, December 3-5, 2013; Chengdu, China, December 19-21, 2014; Porto, Portugal, October 20-23, 2015.
The CSE 2016 will be held in Paris, France, on August 24-26, 2016. Its objective is to provide a forum for engineers and scientists in academia, industry, and government to address all challenges, including technical, safety, social, and legal issues, that are related to Computational Science and Engineering. CSE will offer the oportunity to present and discuss ideas, results, work-in-progress and experience on all aspects of Computational Science and Engineering.

2. Topics

Topics of interest include, but are not limited to the following topics:

* CSE applications that encompass, among other things, the following areas: computational fluid dynamics and mechanics; computational chemistry; space, weather, climate systems and global changes; computational environment and energy systems; computational physics; bioinformatics and computational biology; medical applications; computer graphics and multimedia; computational finance; data mining; signal and image processing, etc.

3. Submission Information
***
Submitted papers must not substantially overlap papers that have been published or that are simultaneously submitted to a journal or a conference with proceedings. Papers should be at most 8 pages including the bibliography and well-marked appendices, and should follow the IEEE 8.5" x 11" Two-Column Format. Committee members are not required to read the appendices, and so the paper should be intelligible without them. Submissions are to be made to the submission web site. Only pdf files will be accepted. Submissions not meeting these guidelines risk rejection without consideration of their merits. Papers must be received by the submission deadline.
Authors of accepted papers must guarantee that their papers will be presented at the conference. Accepted papers will be published in the IEEE conference proceedings (EI indexed).

4. Journal Special Issues
***
The accepted papers from this conference will be submitted for publication by IEEE Computer Society in IEEE proceedings and submitted for inclusion into IEEE Xplore as well as other Abstracting and Indexing (A&I) databases.(indexed by EI Compendex). Distinguished papers, after further revisions, will be considered for possible publication in several SCI & EI indexed special issues of prestigious international journals. By submitting a paper to the conference, authors assure that if the paper is accepted, at least one author will attend the conference and present the paper.
