Virtualization and programmability are two fundamental concepts in the cloud computing paradigm and in the idea of providing everything as a service, a.k.a. XaaS or *aaS. In the networking context, software-defined networking has been the main initiative in this direction. The topic of virtualization in wireless networks as an enabler to the composition of services out of heterogeneous physical resources is very new, and this workshop will focus on a range of open questions, from the economic and regulatory mechanisms that will enable such networks to the technical questions of resource selection that can provide the proper balance between quality of service isolation and resource efficiency.
Of particular interest are virtual wireless networks that offer the ability to combine spectrum and infrastructure deployed by multiple entities to meet a set of service goals. These entities may include multiple traditional mobile operators using 2G/3G/4G technology, local operators of WiFi networks, and universities, businesses, and households that support wireless connectivity through small cell deployment. This virtual network will have the potential to utilize licensed, license-exempt and dynamically managed spectrum, as well as to avail itself of radio access networks, backhaul, processing, and network storage belonging to different players in the network market.
