Despite vast technological advances in computing systems’ hardware and software, massive cyber-attacks, resulting in enormous data losses, persist. In recent months, high profile attacks highlight the vulnerability of our telecommunications and the Internet systems, the power grid, transportation and utilities infrastructure, and other key cyber assets?as well as expanding risks to our personal information and privacy. In part, these attacks demonstrate the critical need for strong technological and practical advances in cyber infrastructure protection, because many can be traced to software errors or misconfigurations, unpatched operating systems or applications, and user errors. But they also suggest the need for a new and powerful political and policy response that identifies and responds to the social forces threatening the cyber infrastructure and repositions these attacks as a major threat to our economy, our security and our civil liberties.
For years, the main approach to cyber security has been technological. Nevertheless, it has for some time become apparent that the costs of defense far outpace the costs of innovative new modes of attack. Protecting the cyber infrastructure in the contemporary age requires that we integrate technology and policy, that we address the technology of attack and the social and political organizations of the attackers, that we combine defense of our infrastructure with a plan to outflank those who threaten it.
In light of these developments, Center of Information Networking and Telecommunications (CINT) at the Grove School of Engineering, the City College of the City University of New York is pleased to announce a one day conference about cyber security technology, strategy and policy. The conference represents the fourth in our 2009, 2011, and 2012 series of conferences. More than our earlier three discussions, the cyber infrastructure protection conference for Academic year 2015 - 2016 will focus on how a more thoughtful and anticipatory strategy can better cope with fast-paced technological evolution of cyber-attacks. cyber-attacks. Presented papers will be in a monograph to be published by the the Strategic Studies Institute.
