Overview: Hospitals in the United States readmit an average of 20% of Medicare patients within thirty days of their initial discharge. These readmissions cost the Medicare program an estimated 17.4 billion dollars each year and may be an indicator of poor quality of care where the readmission was potentially preventable. Total Medicare spending is approximately $556 billion.
According to CMS, Hospital readmission rates are important indicators of quality of care. The HRRP imposes penalties on hospital if patients are readmitted within 30 days of discharge for any reason if they have acute myocardial infarction, heart failure, pneumonia, elective total hip arthroplasty (THA), elective total knee arthroplasty (TKA), or Congestive obstructive pulmonary disease (COPD).
SNFs may be imposed a 3% penalty beginning in 2017. This webinar discusses what health care providers can do to help reduce readmissions and avoid penalties.
Why should you attend: CMs began applying the excess readmission penalties to hospital payments on October 1, 2012 (fiscal year 2013) based on Medicare hospital data from 2008-11. More than 2,200 hospitals were penalized an aggregate of about $280 million in Medicare payments because of their excess readmissions. This amounts to 0.3 percent of total Medicare base payments to hospitals. About 9 percent of hospitals received the maximum 1 percent penalty, and about 30 percent paid no penalty. Hospitals serving the poorest patients were not only more likely to incur a penalty but also more likely to incur the maximum penalty.
In the second year of the HRRP, beginning October 1, 2013 (fiscal year 2014), CMS estimates 2,225 hospitals will be penalized $227 million because of excess readmissions, representing 0.2 percent of total Medicare base payments to hospitals. About 34 percent of hospitals will receive no penalty. Learn what these hospitals did to help prevent penalties.
Furthermore, the 2014 Department of Health and Human Services budget included a proposal to impose a 3% payment reduction to skilled nursing facilities for preventable hospital readmissions beginning in 2017.
