International Conference on Web & Open Access to Learning (ICWOAL'2014) to be held from 25th to 27th of November 2014 at Atlantis, the Palm Dubai. Atlantis is the majestic resort in Dubai situated on the Palm, a man-made island that has captured the world's imagination with its magnificent scale and ingenuity.
The International Conference on Web & Open Access to Learning (ICWOAL'2014) focuses on an important concept in the right to education that is access. Open access to learning and education encourages a variety of pedagogical and technological approaches to accomplish the dissemination of knowledge, skills and competencies across the diversity of social and cultural backgrounds. UNESCO in 2002 adopted the term Open Educational Resources (OER) to refer to the "open provision of educational resources enabled by Information and Communication Technologies (ICT)". ICWOAL'2014 provides forum for discussion between researchers, practitioners, industry, students, and education policy makers interested in new developments in Web learning technologies, eLearning solutions, smart learning systems, social media & learning, and policies and regulations for open access to learning and education. ICWOAL'2014 includes five tacks focusing on (but not limited to) the following topics:

Solicited Papers: ICWOAL'2014 technical program committee invites authors to submit: i) Research papers reporting on new trends and developments, ii) Application papers demonstrating the use of learning technologies, services, and learning resources for open access to learning, iii) Performance evaluation and experimentation papers, iv) Tutorial and survey papers, v) Curriculum development, policy, regulations, and open learning practice papers.
Paper submission: Two types of submissions are solicited: regular papers (limited to 6 double column pages) and Work-in-Progress and Industry practice (limited to 4 double column pages). Font must be no smaller than 10-points. Manuscripts must be submitted electronically in PDF format, according to the instructions included in the conference web site. Working language of the conference is English.
Accepted papers will be published and indexed by IEEE Xplore (Pending). Each accepted paper must be presented at the conference by one of the authors. The final manuscript must be accompanied by a registration fee payment proof.
10 Free Student Registrations: There will be 10 free student registrations based on paper quality.
