*Scope : *

*This Journal Special Issue focuses on ?Efficient Management of Loosely
Collaborative Service Networks? where network connectivity providers,
content providers and service providers come together to provide high-level
services to end-users in a loosely collaborative way. *

In the recent past, end-user services such as high quality video calls,
web-based video content servers, HD video streaming and VoD services that
are delivered over the open Internet, in contrast to
ISP?s/telecom-operator?s own dedicated network, have driven the telecom
market. The appearance of these new breeds of content and service providers,
which include so called Over-The-Top (OTT) service providers (e.g., Skype,
Netflix, Hulu, YouTube etc.) has driven network usage, but also created
significant network management problems for the operators. In this context,
content and service providers together with network operators provide value
to the subscribers in a ?loosely collaborative? fashion. Service assurance
in this loose cooperative environment is challenging, particularly in the
presence of a network with limited or no guarantees. This nascent eco-system
is driving fundamental changes in how networks are deployed, monitored and
managed as well as how they interact with content and service providers. The
problems and challenges include bandwidth management for these services,
management of televisions, Set-Top-Boxes & other devices that can handle
video and other services directly from the Internet, monitoring and assuring
the delivered service quality of OTT services and development of novel
frameworks that can monitor and assure OTT service quality.

In this context, we expect to have technical contributions in the areas of
OTT (e.g., Skype, YouTube, VoIP, Video calling, VoD etc.) service/traffic
monitoring, automated service assurance and in loosely collaborative service
networks, novel frameworks and systems for OTT services and monitor the
service quality of them together with wider network management
contributions.

Topics of interest include (but are not limited to) the following:

* Impact of Over the Top (OTT) services in resource management

* Case & traffic measurements studies of OTT service (Skype, YouTube etc.)

* Involvement of Home Area Networks in service assurance and for OTT

* Efficient use of terminal reports in service assurance

* SLA for OTT service assurance & SLA driven management

* Service and resource modeling approaches for management

* Use of semantics to enable service deployment, and quality assurance

* New approaches of service/network management & federated network
management

* New protocols for the management of cooperative service networks.

* Automated service provisioning across multiple service providers

* End-to-end QoS and performance management for enterprise networks

* Measurements and insights from network operations
* Metrics, techniques, and experiments for evaluating network management
architectures

*Submission Format and Review Guidelines: ***

The submitted papers must be written in English and describe original
research not published nor currently under review by other journals or
conferences. Parallel submissions will not be accepted. All submitted
papers, if relevant to the theme and objectives of the special issue, will
go through an external peer-review process. Submissions should include an
abstract, 5-10 key words, and the e-mail address of the corresponding
author. The paper length should not exceed 30 double-spaced pages including
figures and references on 8.5 by 11 inch paper using at least 11 point font.
