Topics/Call fo Papers
The purpose of the ICTA 2011 Organizing Committee is to bring together researchers, developers, practitioners, consultants and users of Information and Communication Technologies, for intra- and interdisciplinary communication, to serve as a forum to present current and future work, solutions and problems in these fields, as well as in the relationships among these.
Consequently, efforts will be done in order to promote and to foster the analogical thinking through the inter-disciplinary communications that might emerge in a multi-disciplinary forum based on trans-disciplinary concepts and multi-disciplinary tools and technologies, which might be applied to a diversity of domains areas and practical domains.
Analytical and/or synthetic thinking will probably represent the infrastructural support of the papers that will be presented in ICTA 2011.
The ICTA 2011 Organizing Committee invites authors to submit their original and unpublished works, innovations, ideas based on analogical thinking, problems that require solutions, position papers, case studies, etc., in the fields of Information and Communication, as well as in the relationships among these and the different areas, disciplines, and practical domain where they are, or might be, applied.

Access to Virtual Sessions of Previous Similar Conferences
To enhance intra- and inter-disciplinary communication, participants in this conference will receive a password to also have access to all the virtual sessions (associated with the face-to-face sessions) of conferences with similar topics organized by the International Institute of Informatics and Systemics (IIIS, www.iiis.org/iiis) in 2011, as for example, The 2nd International Multi-Conference on Complexity, Informatics and Cybernetics (IMCIC 2011, www.iiis2011.org/imcic) organized on March 27th - 30th, 2011; The 15th World Multi-Conference on Systemics, Cybernetics and Informatics (WMSCI 2011, www.iiis2011.org/wmsci) organized on July 19th - 22nd, 2011; and all their respective collocated events.
Organizational, Reviewing, and Selection of Best Papers Policies
Technical Keynote Speakers
Technical keynote speakers will be selected from early submissions because this selection requires an additional evaluation according to the quality of the paper, assessed by its reviewers, the authors' CV and the paper's topic.
Reviewing Process
All Submitted papers/abstracts will go through three reviewing processes: (1) double-blind (at least three reviewers), (2) non-blind, and (3) participative peer reviews. These three kinds of review will support the selection process of those papers/abstracts that will be accepted for their presentation at the conference, as well as those to be selected for their publication in the JSCI Journal. Invited papers will not be reviewed and their acceptance decision will be based on the topic and the respective author’s CV.
Access to the Reviews
Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers/abstracts, so they can accordingly improve the final version of their papers. Non-registered authors will not have access to the reviews of their respective submissions.
Virtual Participation
Submissions for Face-to-Face or for Virtual Participation are both accepted. Both kinds of submissions will have the same reviewing process and the accepted papers will be included in the same proceedings.
Pre-Conference and Post-Conference Virtual sessions
Pre-Conference and Post-Conference Virtual sessions (via electronic forums) will be held for each session included in the conference program, so that sessions papers can be read before the conference, and authors presenting at the same session can interact during one week before and after the conference. Authors can also participate in peer-to-peer reviewing in virtual sessions.
Submissions
Papers might be submitted via web page Papers Submission option, as abstracts (200-600 words), extended abstracts (400-2000 words) or as draft papers (2000-5000 words). Reviews will be done for both kinds of submissions.
Invited Sessions Organizers
Registration fees of an effective invited session organizers will be waived according to the policy described in the web page (click on 'Invited Session', then on 'Benefits for the Organizers of Invited Sessions'), where you can get information about the ten benefits for an invited session organizer. Chairs of invited sessions will select the best paper presented at their session. Sessions’ best papers will be reviewed by reviewers of the Journal of Systemics, Cybernetics, and Informatics (JSCI) in order to select the best 30% of them for their respective publications in the Journal. Best invited sessions and symposia organizers are candidates for invited editors or co-editors of the JSCI Journal special issue related to their field of research interest. Sessions’ Best Paper
A best paper will be selected for each session included in the conference program, and the presenting author of the selected best paper will receive an award certificate at the Award Ceremony, to be held at the end of the conference. (These award certificates will only be delivered at the Award Ceremony. No exceptions will be made under any circumstances.)
Best Papers
Authors of the best 10%-20% of the papers presented at the conference (included those virtually presented) will be invited to adapt their papers for their publication in the Journal of Systemics, Cybernetics and Informatics.
One best paper of each session included in the program will be selected by the respective session’s co-chairs after consulting with the session’s audience. Invited Sessions organizers will select the best paper of the session they organized. If there is a tie in a given session, the paper that will be selected as the best session’s paper will be the one which have had the highest quantitative evaluations average according to its double-blind and non-blind reviews.
The selection process of the best 10%-20% to be also published in the Journal, will be based on the sessions’ best papers and the quantitative evaluation average made by its anonymous and non-anonymous reviewers.
