1. Rationale and Significance
The International Conference on Advancement of Development Administration 2011 (ICADA 2011), hosted by the National Institute of Development Administration (NIDA), is inviting review articles and research articles around the topic of administration and development. The theme of ICADA 2011 is “Governance and Poverty Reduction in Developing Countries” including academically related issues. The aims of this conference are (1) to bring together international academics, professionals, and undergraduate/graduate students with the general public by providing a stage for the latest research in development administration and related fields to be presented and discussed and (2) to provide a forum for professionals with practical experience of the social and economic development of developing countries to exchange their views and share their knowledge with leading countries.
As a rule, poverty and social inequality impinge upon development administration in various domains, e.g., society, environment, and national security, particularly in developing countries. Finding the solution to all these problems is so imperative that all government, private and public sectors must place importance thereupon and swiftly take needed actions in order to relieve the inequality which otherwise may lead to more serious predicaments. These may include mass demonstrations, campaigns for rights, rising crime rates, and shaken confidence of foreign investment.
2. Objective
2.1 To provide a public stage where academics, professionals, and students can present their research at international level.
2.2 To facilitate an exchange of knowledge and academic/research experiences.
2.3 To encourage development in academic research with the purpose of supporting more effective learning and teaching processes, as well as striving for economic, social, and political administration development at both national and regional levels.
3. Format
Papers must be in English. The language use should be grammatically correct. The paper must be typed, using MS Word in the following format.
FORMAT INSTRUCTIONS
3.1 Abstract Template (for inclusion in the Conference Document, NOT the Proceedings)
The abstract must not exceed three A4 pages, including all charts, diagrams, and figures.
o Page layout and margin: The page layout of the abstract must be formatted for the A4 size (21 cm x 29.7 cm) and single-spaced. All three pages should have top margins of 3 cm, bottom margins of 2.7 cm, and left and right margins of 2 cm.
o Text font and size: All text must be printed, using 12 point, Times New Roman type, normal, and single-spaced. Select the above settings for the right and left margins for the entire document. Separate text from all illustrations, pictures/figures, and tables by setting up maximum line numbers of each page.
o Heading: On the top of the first page, information must be presented in five headings.
o Heading 1 ? Title
Use a maximum of two lines, if necessary. It must be printed, in capital letters, using 12 point, bold, Times New Roman type.
o Heading 2 ? Authors
Use 12 point, Times New Roman type.
o Heading 3 ? Co-author(s) and their complete address(es) (including telephone number, fax number, and E-mail address of the author for correspondence)
Use 12 point, italic, Times New Roman type.
o Heading 4 ? Identify the article type and field of study (See 4. for each field and type)
Use 12 point, italic, underlined, Times New Roman type.
o Heading 5 ? Key words/terms
Use 12 point, bold, italic, Times New Roman type (3 words).
o Body: This part is divided into four parts.
o Part 1 ? Rationale/significance of the paper in brief: Introduction to the study and/or significance of scope of the study.
o Part 2 ? Objective/hypothesis (research problem): introduction to your study, the rationale, or identification of problems or hypotheses.
o Part 3 ? Research methodology/data/observation: A summary of methodology which highlights issues or significant processes and observed data including a summary of results and any issues which caused the author(s) to adjust the methods while conducting research.
o Part 4 ? Conclusions/Implications: The knowledge gained from the study and the meaning of such knowledge to this world.
3.2 Full Paper Template (for publication in the Proceedings)
- Length: 15 - 30 pages. The format will be announced later.
- Publication of Full Papers will be reviewed separately by the editors and/or the reviewers again after the presentation at the conference.
4. Type of Article
ICADA 2011 is open to multidisciplinary papers related to administration and development. These papers are separated in many fields and divided into three major types according to the category of researchers as follows:

4.2.1 University faculty and independent academics who have previously presented or published.
4.2.2 Students.
4.2.3 Novice researchers desiring to make their debut (i.e., University faculty members, independent academics, and students who have never submitted their work anywhere else before).
All authors must also identify their article field and type under Item 4 in the online submission.
5. Article Selection Procedure
The procedure consists of two parts.
- Abstract: This part is used for presentation and delivery at the conference as well as for publication on the Conference Document.
- Full Text: This part will be published in the Proceedings.
5.1 Abstract Selection Process
In order to ensure the quality is on par with universal standards, review or research articles submitted to ICADA 2011 will be peer-reviewed by both local and international experts in their fields. Only authors of selected articles will be invited to give a presentation at ICADA 2011. Their abstracts will be also published in the Conference Document (not the Proceedings).
5.2 Full-Text Selection Process
Inclusion in the Full-Text Proceedings requires a review by the Editors and/or the reviewers. Authors who want to publish their papers in the Full-Text Proceedings must submit the manuscripts within the deadlines in item 6 below.
A published article in the Proceedings may be used as part of an annual report on job performance (weight 0.25) for a full time professor in a higher education institute in Thailand. Such a higher education institute must be under supervision of the Office for National Education Standards and Quality Assessment (Public Organization), Thailand.

7. Paper Submission
Papers must be written according to the format rules as described in the “Format Instructions” section and both the field and type of paper identified.
Papers must be submitted via email to ICADA_papers-AT-nida.ac.th within the due date by attaching the paper in both MS Word and PDF formats.
8. Terms and Conditions of Participation in the Conference
The authors whose articles are selected to present at the conference agree to pre-register for the conference (the registration schedule will be announced later) and to give their presentation in English in person on the date and time indicated by the Conference Committee. If an author is unable to give his or her presentation at the conference at the scheduled time and date, this may result in the author not receiving credit for their contribution. Abstract acceptance does not guarantee full-paper acceptance and publication in the Proceedings.
