It is of primary importance to find effective and optimal ICT systems to
enhance well being of communities in rural areas, to maximize the
benefits of this technology. Related problems will include finding
innovative network infrastructures, affordable computing, effective
software applications, and sustainability policy scheme, social,
economics, and regulation issues.
The r-ICT 2009 will be a great opportunity for researchers,
practitioners, policy makers, and anyone who are interested in any
aspect of rural information and communication technologies, to share
their ideas and to build a strong network among each others. All
submitted papers will be blindly peer-reviewed by international experts
and selected outstanding papers will be invited for a publication in a
Special Issue of the ITB Journal on ICT and/or internationally published
book chapters. Topics covered in this conference are, but not limited
