Instructor: Michael Bellow
Description:
PSM clarifies the responsibilities of employers and contractors involved in work that affects or takes place near covered processes to ensure that the safety of both plant and contractor employees is considered.
The standard also mandates process hazard analyses; written operating procedures; employee training; pre-startup safety reviews; evaluation of mechanical integrity of critical equipment; and written procedures for managing change.
PSM also specifies a permit system for hot work; investigation of incidents involving releases or near misses of covered chemicals; emergency action plans; compliance audits at least every three years; and trade secret protection.
Why Should you Attend:
Our Process Safety Management (PSM) courses are designed to teach the requirements of sound PSM program design and implementation, quantitative and qualitative risk assessment techniques, and needs assessment.
PSM applies to those companies that deal with any of more than 130 specific toxic and reactive chemicals in listed quantities (See 1910.119 Appendix A); it also includes any Category 1 flammable gas (as defined in 1910.1200(c)) or a flammable liquid with a flashpoint below 100°F on site in one location, in a quantity of 10,000 pounds more except for: hydrocarbon fuels used solely for workplace consumption as a fuel, and flammable liquids stored in atmospheric tanks or transferred, which are kept below their boiling point without chilling or refrigeration.
In addition, the PSM standard applies to the manufacture of explosives, pyrotechnics, including fireworks and flares, per 1910.109(k).
Objectives of the Presentation:
The major objective of process safety management (PSM) is to prevent unwanted releases of hazardous chemicals, especially into locations that could expose employees and others to serious hazards.
Highly hazardous chemicals
Safe operating procedures
Employee training
The specific safety and health hazards
Emergency operations including shutdown
Safe work practices applicable to the employee's job tasks.
Refresher training must be provided at least every three years, and more often if necessary, to each employee involved in operating a process to assure that the employee understands and adheres to the current operating procedures of the process.
Who can Benefit:
29 CFR 1910.119 Employers and employees in General Industry and Manufacturing. Process safety management is a system to prevent the consequences of an unwanted release of hazardous chemicals.
