In the past 30 years, the world has witnessed a China of miraculous continuing economic growth based on the reform for a market economy system. The reform is still underway. Under the leadership of the new administration, to accelerate the transformation of government functions so as to put the power in a cage, and to let the market force play a fundamental role in allocating resources, has gained wide consensus. Under this background, a top level design for the construction market regulation reform has been generated by the construction market regulator of the central government of China and is being undertaken for the central government by the Surety Bonds and Construction Market Governance Research Center(SCRC) of Tsinghua University.
Market economy is credit economy. The world has been suffered and has not recovered from the subprime crisis in 2008 and the financial turmoil worldwide afterwards, which started from the real estate bubble and was related closely with the construction market. Being a transformation economy, China also suffered from credit imperfection in its domestic market. Market force is a double edged sword, yet when it harnessed well and used wisely, can be a constructive force to address credit risk and satisfy the demand of people in the most economic way. Therefore, it is essential for the industry, the society and government to work together to achieve good governance in the construction market. In this area, China is keen to learn the advanced experiences of all mankind.
Meanwhile, the world witnesses the coming of the era of big data. Big data provides the necessary technical support and broad imagination for market governance. The development of Building Information Modeling (BIM) , global information system(GIS) and other related information technology are to bring about revolutionary changes in the construction industry. BIM is re-shaping the construction industry, and is surely re-shaping the construction market regulation as well. Digital city and smart city based on GIS and other related information technology is changing the urban life and urban administration. How can the construction market regulators benefit from these cutting edge technology progresses? What are the he new challenges arising respectively, and how to respond to them? Is there any possibility for the market forces and the new information technologies to function together to archive better market governance? These are sure to be hot topics in this big data era.
The Symposium will establish a platform for in-depth dialog and effective communication among the international academia, the industry, and the Chinese construction market regulators at both the central and local level. Around the annual theme “Construction Market Governance and Big Data”, there will be four different perspectives covered, such as “Construction Market Governance with Market Forces”; “BIM and its influence on Construction Market Governance”; “Digital city, smart city and Construction Market Governance”, and “Professionalism, ethics, integrity system and Construction Market Governance”. We project the common future to achieve good governance of construction in the big data era.
